I've tried power cycling, hard reboot, etc. Tried contacting MS twitter account, but they quit responding to me. Tried using google, and led me to posts here that have the same problem with no solution. I also tried removing my profile from my xbox 1, and then redownloading it and it worked fine.

When it goes to download the profile, it says cannot connect to Xbox Live, but I can play XB1 (Destiny) games fine, and my friends list is showing up.
This is really frustrating. I was looking forward to playing Mass Effect this weekend, instead I've been dealing with this nonsense.
Hope someone answers you, I think we're having the same issue. Downloaded one 360 game to test and it seemed to go ok, but when we tried to play we can't sign in (tried both gold and non gold). Looks like we can play the game, but without being signed it won't let us save.
Pretty useless right now.
Yeah, I can play but without the ability to save, what's the point?
Apparently this has been happening since August with preview members and was never fixed. Good job microsoft.

Your password cant be more than 16 characters or it wont work on the 360. Worth checking, i had the same problem and was wondering what was wrong, it was that simple for myself. Good luck
I've been running into this with Fable 2 today. How I've been able to get around it is signing out of Live on my XBone, then launching the game. Once in game, it says I need to sign into live, I jump back to the One, sign in, then it lets me through.
This started this morning, it was working fine last night.
I'll try that when I get home.
I'm also going to remove my profile from my 360 and see if that works too.
It's been doing it to me ever since I've started trying to play.
